Subject Lands: 0 Manning Road (Roll: 220-02640)
Purpose: The subject property is approximately 35 hectares with approximately 21.6 m of frontage along Manning Rd (County Rd 19). Currently, with permission of the Ontario Ministry of Environment, Conservation and Parks (MECP), 2438305 Ontario Limited has been operating a soil management facility on the Site since 2021.
The owner/applicant proposes to allow for the formal operation of a site specific Class 1 soil management facility and non-effluent producing industrial uses that are not rail related to be located at 0 Manning Road.
It is proposed to amend the current M1-2 and M1-2(h2) zoning to permit the site specific use of a non-effluent formal operation of a Class 1 soil management facility. The reference to “that have a dependency on the rail line, rail-related storage facilities” shall be removed. The holding (h) provision can remain but be amended to permit existing uses to continue and removal of the holding shall include only non-effluent producing industrial uses and uses accessory to the foregoing permitted uses, including accessory retail and office uses.
It is proposed to amend the Official Plan of the subject property to remove the reference to rail related uses as it is not applicable for the proposed use as a soil management site.
Council Meeting: Tuesday April 4th, 2023, at 6:00 PM, or as practical thereafter

Take Notice that Council will consider an amendment to Lakeshore Official Plan and Lakeshore Zoning By- law 2-2012, as amended, under Section 22 and 34 of the Planning Act, R.S.O.1990, c.P.13.

If A Person Or Public Body would otherwise have an ability to appeal the decision of the Municipality of Lakeshore to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipal Clerk of the Municipality of Lakeshore before the proposed Official Plan and Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.
